48-96 Committee Instructions

This letter is intended to explain the expectations for the 48/96 committee.  On 3/23 a survey was completed asking members: “Should the union look further into how a trial period of a 48/96 schedule would work at CCF/R for a possible vote at a later date?”  The results of the survey was 5 “No” and 14 “Yes”.  With these results the E-board has decided to proceed with “looking further into how a trial period…would work.”  With great care three members have been selected to be on the committee.  All three have attested to being neutral on the subject of a trial period.  The committee will be referred to as the “48-96 committee”.  John Krebsbach will chair the committee and Jayme Johns and Travis Larsen will sit as members of the committee. 

The Committee will be charged with constructing a Draft Letter of Agreement (LOA) to implement the 48/96 schedule on a trial basis.  The Draft LOA will address contractual changes necessary and beneficial to a successful trial.  The Committee will seek input from members on what they would like to see included in the Draft LOA.  The Committee will make every attempt to have a completed Draft LOA on or before June 1st 2015.  The Draft LOA will be posted for a minimum of 15 days.  Following the posting, the Draft LOA will be presented to Local 4303 membership. Like any change to the contract, a vote of 50% plus 1 will be needed for ratification.  If passed by the members, the Draft LOA will then be taken to the city officials.  If any substantial changes are requested from the city, the new Draft LOA would have to be voted on again.

If the Committee encounters unforeseen complications and feels that pursuing this Draft LOA is no longer in the best interest of Local 4303 members, it may discontinue the creation of the Draft LOA and sunset the Committee.  The 48-96 Committee will post minutes from their meetings on the web site in a timely manner so members can follow the progress.
